FTA Triennial Reviews

Federally mandated reviews of Urbanized Formula Grant Program recipients’ compliance with federal requirements and policies. Milligan has performed over 500 Triennial Reviews throughout the nation over the past 20 years. In addition to conducting reviews, Milligan makes substantial revisions to policy guidance based on the issuance of revised FTA circulars and regulations.

FTA State Management Reviews

Assessments of a state’s management practices and implementation of FTA-funded transit programs. Since 2008, Milligan has developed comprehensive program guidance and training materials to incorporate policy guidance and new requirements, conducted workshops for FTA state grantees, and conducted reviews of these grantees annually.

FTA Financial Management Oversight Reviews

Conduct internal financial control reviews of transit grantees. The firm has conducted more than sixty FMO Reviews for federal agencies.

FTA Procurement System Reviews

Compliance Reviews of  federal statutory and administrative requirements for procurement. Conduct reviews, workshops and technical assistance on transit agency compliance, and produce program and progress reports since 2008.

FTA Financial Capacity Assessments

Assessments of capital projects to ensure that major capital projects can be built while maintaining existing service. Milligan has performed detailed Financial Capacity Assessments for major transit agencies throughout the United States.

Drug & Alcohol Reviews

Audits of selected FTA grantees for compliance with 49 CFR Part 655 and Part 40, relating to required substance abuse testing programs.

Compliance Oversight of State DOT Transit Subrecipients

Periodic grant sub-recipient on-site compliance oversight for conformance with FTA requirements for the respective program(s) for which those agencies have received grant funds and/or grant funded equipment.

Performance Audits

Audits of transit providers to assess state law compliance and operational effectiveness, and provide recommendations for improvement.
